About this document

This document explains the Physical PayPal Consumer Debit Mastercard you are about to order. The document is provided free of charge to help you understand how the card works, what it costs, what you are obliged to do, and what can happen if things go wrong.

The Physical Card is governed by the Supplemental Terms and Conditions for the Physical PayPal Consumer Debit Mastercard ('S-T&Cs'), which supplement the Terms and Conditions for the Digital PayPal Consumer Debit Mastercard ('Card T&Cs') and the PayPal User Agreement. In the event of any conflict, the S-T&Cs take precedence, followed by the Card T&Cs, then the User Agreement. A separate Adequate Explanations document covering the User Agreement is also available.

This document is provided for information and explanatory purposes only and does not form part of the S-T&Cs and Card T&Cs. For full details, please review the S-T&Cs and Card T&Cs. In the event of any discrepancy between this document and the User Agreement, including due to translation, the User Agreement shall prevail.

PrerequisiteActive German personal PayPal account, active Digital PayPal Consumer Debit Mastercard, confirmed linked bank account, and valid SEPA direct debit mandate. The Physical Card can only be ordered in addition to the Digital Card, it cannot be held as a standalone product.

2. How the Contract Is Concluded and Accessed

You make a binding offer to PayPal by clicking the button to accept the S-T&Cs and order the Physical Card in your PayPal account. The card agreement is concluded once PayPal accepts your offer, as indicated when the card is shown as ordered in the PayPal app.

PayPal may reject applications at its discretion. You can access the S-T&Cs at any time via the PayPal Legal Hub.

3. What the Physical Card Is

The Physical PayPal Consumer Debit Mastercard is a physical Mastercard debit card delivered to you by post. It is a physical representation of your Digital PayPal Consumer Debit Mastercard and can only be held in addition to that Digital Card, not as a standalone product.

You can use the Physical Card to make payments in stores and online wherever Mastercard is accepted, and to withdraw cash at ATMs. Payments are funded from your PayPal EUR balance. If your balance is insufficient, the outstanding amount is drawn from your linked bank account via SEPA direct debit.

4. Receiving and Activating Your Card

Once your order is accepted, the Physical Card will be sent to you by post. On receipt, you must activate it before use by either calling PayPal customer service (call fees may apply) or by logging into your PayPal account and following the activation instructions in the app or on the website.

You will be provided with a personal identification number (PIN) for use at in-store automated cash registers and ATMs. You may change the PIN to one of your choosing at ATMs that offer this service.

ImportantIf you enter the PIN incorrectly three times at an in-store cash register, your card will be blocked. You can unblock it by inserting the card into an ATM and entering the correct PIN. If the PIN is entered incorrectly three times at an ATM, the card is blocked for 24 hours or until you call PayPal Customer Support.

5. What You Can Use the Card For

  • In-store payments at point-of-sale terminals that accept Mastercard, using chip and PIN or contactless where supported.
  • Online payments wherever Mastercard is accepted.
  • Cash withdrawals at ATMs bearing the Mastercard Acceptance Mark, subject to your available PayPal balance, applicable limits, and the ATM withdrawal fee.

6. How Payments Are Authorised

For in-store payments, you authorise a transaction by inserting your card and entering your PIN, or by tapping the card for contactless payments where supported. For online payments, you will be asked to provide your card number, expiry date, and security code. Strong Customer Authentication (a two-factor security requirement under EU payment regulation) applies to protect you against fraud.

ImportantOnce you have authorised a payment and the merchant has accepted it, you cannot cancel it. You may be able to cancel a future-dated or recurring transaction by contacting the merchant before the payment date, or by contacting PayPal.

7. Fees - What This Card Costs You

Please find the fees for the Physical Card:

  • One-time card issuance fee: EUR 4.99
  • ATM cash withdrawal fee: EUR 2.00 per withdrawal, regardless of amount.

8. Usage Limits

Daily limits apply to both payments and ATM cash withdrawals. You can view your current limits by logging into your PayPal account. These limits are set by PayPal and cannot be changed by you.

9. How Your Payments Are Funded

When you use the Physical Card, you are obliged to reimburse the transaction amount to PayPal. PayPal will first use your available PayPal EUR balance. If insufficient, the remaining amount is drawn from your linked bank account via SEPA direct debit.

ImportantNon-EUR balances in your PayPal account will not be used to fund card payments — only your EUR balance is used. You remain liable for the transaction amount even if you have exceeded your daily limit or cancelled your SEPA direct debit mandate. If you withdraw the mandate, you must provide a new one to continue using the card.

10. Your Personal Data

PayPal processes your personal data to operate the card service, process and monitor transactions, comply with payment regulation and anti-fraud obligations, and detect and prevent unauthorised use. Transaction data is shared with Mastercard and relevant payment processors as necessary to execute your payments. Full details are in PayPal’s Privacy Statement, available via the PayPal Legal Hub.

11. Buyer Protection and Mastercard Chargeback Rights

11.1 PayPal Buyer Protection

ImportantIn-store payments made with the Physical Card are NOT eligible for PayPal Buyer Protection. Only online payments may be eligible, subject to the conditions in the PayPal Buyer Protection Programme. If making an important purchase in store and wanting the benefit of Buyer Protection, consider paying through the standard PayPal checkout instead.

11.2 Mastercard Chargeback Rights

Separately from PayPal Buyer Protection, you may have chargeback rights under Mastercard’s scheme rules. These apply to all card transactions including in-store payments not covered by Buyer Protection. To initiate a chargeback, contact PayPal Customer Service. Mastercard time limits apply.

12. When PayPal May Decline Your Payment

PayPal may reject a card payment if your account balance is negative, you have no valid SEPA direct debit mandate, the payment would exceed your daily usage limit, your card is blocked, or for any other reason set out in the User Agreement or S-T&Cs.

13. Your Obligations - Keeping the Card Secure

ImportantYou are solely responsible for protecting the Physical Card and your PIN from unauthorised use. Failure to do so may result in you being held liable for any unauthorised transactions.

  • Keep your PIN strictly confidential. Never write it down near the card or share it with anyone.
  • Do not allow any third party to use your card.
  • If your card is lost, stolen, or you suspect unauthorised use, notify PayPal immediately via Customer Support.
  • Report theft or misuse to the police without delay.

14. Unauthorised Transactions - Your Rights and Liability

14.1 If a transaction was not authorised by you

If a payment was made without your authorisation, PayPal is required to refund the transaction amount to your account. You must notify PayPal no later than 13 months from the date the transaction was charged.

14.2 Your liability

You may be liable for losses from unauthorised transactions if you acted fraudulently, or if you failed to keep your card or PIN secure intentionally or through gross negligence and this failure enabled the unauthorised transaction. Once you notify PayPal of a security event, you will not be liable for losses after that notification, unless you acted fraudulently.

16. Governing Law and Jurisdiction

These Supplemental Terms and Conditions and the relationship between us is governed by the laws of England and Wales.

For consumers, German mandatory consumer protection provisions apply irrespective of the choice of the laws of England and Wales. As a consumer, you may bring any judicial proceedings relating to these S-T&Cs before the competent court of your place of residence (Germany), in England and Wales, or where PayPal is based (Luxembourg). The choice is yours.

17. Changes to the S-T&Cs

Consumers get at least two months' notice of non-material changes (limited to legislative/regulatory implementation, or linguistic/informational updates), and are deemed to consent unless they close their account before the effective date or terminate free of charge instead; all material changes—including any affecting fees or the core performance / obligation balance—require the consumer's express consent and do not take effect otherwise. Note that terminating the S-T&Cs cancels only the Physical Card, your Digital Card and PayPal account are not affected.

18. Closing or Terminating the Physical Card

You may terminate the S-T&Cs at any time and without cost by contacting Customer Support or through your PayPal account. You remain liable for all outstanding obligations. Terminating the Physical Card does not cancel the Digital Card or your PayPal account. PayPal may close the Physical Card with 2 months’ notice, or immediately for serious violations of the S-T&Cs.

19. Your Right of Withdrawal

As a consumer concluding this contract at a distance (online), you have the right to withdraw from the S-T&Cs without giving any reason within 14 days of opening your account. To exercise this right, notify PayPal (by letter, email or online) before the end of the 14-day period.

20. Complaints and Disputes

If you have a problem with a card transaction, contact PayPal Customer Service. If your complaint is not resolved to your satisfaction, you may escalate to the CSSF as the external ADR body, free of charge or seek guidance from the ECC-Net for cross-border matters.
