Terms and Conditions for QR code payments to non-PayPal merchants

Terms and Conditions for QR code payments to non-PayPal merchants

Last updated on 15 January 2026

Contracting Party and Scope of these Terms

These terms constitute an agreement between you and PayPal (Europe) S.à r.l. et Cie, S.C.A. (“PayPal”, “we”, “us”). They govern the single cross-border payment you make to non-PayPal merchant using a QR Code (“Relevant Transaction” or “Transaction”) and apply from the point you authorise your payment.

Your use of a PayPal account continues to be governed by the PayPal User Agreement. Your QR code payment to a non-PayPal merchant is not a payment made under the PayPal User Agreement, but is instead governed by these terms.

The use of this service is subject to PayPal’s Privacy Statement.

Description and Uses

The ability to make QR code payments to non-PayPal merchants is a service offered by PayPal that enables users to make single cross-border payments. Unlike standard PayPal transactions, the recipient does not receive funds in a PayPal account but instead in an account held with another service provider (for example, a local wallet or payments scheme).

This service allows you to make a payment – for example in a store abroad – by scanning a compatible QR code with the PayPal app. With this service, you can make the payment in your local currency which the international recipient will receive in their local currency. More information on supported payment systems and wallets can be found on PayPal’s website.

Restrictions

You may not use this service for any purpose, explicit or implicit, that is unlawful or that violates these terms, PayPal User Agreement or the Acceptable Use Policy which are incorporated into these Terms by reference.

How To make a Payment with this Service

You must have a PayPal account to make a QR code payment to a non-PayPal merchant. Your PayPal account must not be suspended for engaging in restricted activities or any other reason according to the PayPal User Agreement.

When paying at a non-PayPal merchant via QR codes, you may only fund the payment using your PayPal balance. Other funding sources—such as debit cards, credit cards, or bank accounts—are generally not available unless PayPal explicitly presents such an option at the time of payment. You must therefore ensure you have sufficient balance in your PayPal account to cover both the Transaction and any applicable fees. Information on how to add balance is available on the PayPal website.

We may require you to authenticate your payment instruction (i.e. give us the information that we need to be sure that it’s you giving us the instruction, such as submitting your correct log-in information – this could include your e-mail address and password) and otherwise successfully log into your PayPal account to provide to us your payment instruction.

We will provide you with the transaction details before you authorise it, including the transaction amount, applicable exchange rate and fees.

Payment Instruction

When you use this service to make a payment to an international recipient, you instruct us to transfer funds from your PayPal account to that international merchant or recipient. Once you provide your payment instruction, it cannot be cancelled.

Exchange Rate

We will display the applicable exchange rate before you authorise the Transaction.

The exchange rate applicable to your Transaction depends on the exchange rate set by the merchant’s local wallet or payment scheme and the platform that enables us to pay them. This is different from the standard PayPal transaction exchange rate described in the PayPal User Agreement and displayed in PayPal’s currency conversion calculator.

No exchange rate is applied if your payment currency is the same as the currency in which the recipient receives the funds.

Fees

There are no fees for using this service.

How long will my payment take?

At the latest your payment will leave your account within the Business Day after we receive your complete payment instruction. A payment instruction is deemed to be received by us when the complete data required for execution of the Transaction reaches us.

The payment could leave your account within two Business Days if we receive your complete payment instruction:

  • On a day which is not a Business Day.
  • After 4.00pm on a Business Day.

Information about your payments

You will receive important information about your payments and payment receipts by e-mail immediately after a transaction. Transactions will also appear in your transaction history which is made available to you at any time by logging into your PayPal account.

You can also access a downloadable report from your PayPal account. This will show all fees incurred and any other amounts charged to your PayPal account in the relevant period. The report will only be updated and made available if there has been any activity on your PayPal account or any fees have been incurred in the relevant period. The way in which we provide the transaction information will allow you to store and reproduce the information unchanged, for example by printing a copy.

Buyer Protection

Transactions made through this service are not eligible for PayPal’s Buyer Protection Program.

Incorporation of Provisions from the PayPal User Agreement

These terms are a standalone agreement which governs your single QR code payment to a non-PayPal merchant. They are not provided under a framework contract.

Although the Transaction is not a payment made under the PayPal User Agreement, unless these terms set forth specific requirements, restrictions and other rules for the Transaction, the provisions of the PayPal User Agreement shall apply accordingly to the Transaction as if they were a part of these terms (for example the provisions on Making a Payment, Restricted Activities, Holds & Other Actions We may Take, Resolving Problems, Communications Between You and Us, Our Rights, Indemnification and Limitation of Liability, Refunds to Your Account etc.).

The following information can be found in the User Agreement:

  • Information about PayPal and the competent supervisory authority;
  • Information about the means of communication agreed between the parties;
  • Information about how and how often PayPal provides or makes available information before and during the contractual relationship, before the execution of payment transactions and in the case of individual payment transactions;
  • Information about how PayPal informs you about fraud or suspected fraud; and
  • Information about PayPal's liability.

During the term of the agreement, you may request these terms to be provided in paper form or on another durable medium at any time.

If there is any conflict between these terms and the PayPal User Agreement, these terms shall prevail with respect to the subject matter in these terms.

Applicable Law

These Terms and the relationship between us regarding the Transaction are governed by the laws of Luxembourg. If you are a consumer, mandatory statutory consumer protection regulations in your country of residence shall apply irrespective of the choice of the laws of Luxembourg. As a consumer, you may bring any judicial proceedings relating to this single payment contract (including these Terms) before the competent court of your place of residence, or in Luxembourg, or where PayPal is based. If you are acting as a business, you agree to submit to the non-exclusive jurisdiction of the courts in Luxembourg.
